QTEK keeps restarting

I have a QTEK model# PH26B, every time I insert my SIM card and power up the device it runs setup and even when the setup has been completed, it still ask me to go through the setup program. I has been doing this for about 3 times. REPLY: desi_reid@yahoo.com...
