what does overspeeding mean on the dashboard and where can you change it?

on the dashboard the term 'overspeeding off' is seen-what is this-is this a good thing and how do we change it?...

Ran out of diesel. Air in engine.

We ran out of diesel. After filling new oil motor did not start. There is probably air in engine. Hot to get the air out of engine and how to start it again?...
